Alternative Electric Suppliers and Marketers Qualification Process

In the DTE Electric Choice Program, DTE Electric will maintain a relationship and interact with at least three separate participants: The Customer, the Alternative Electric Supplier (AES) and the Marketer. One entity may be responsible for both the Alternative Electric Supplier and Marketer roles. The role you select dictates the qualification process and activities you will perform while participating in the DTE Electric Choice program.

Alternative Electric Supplier Role

An Alternative Electric Supplier (AES) is an entity that has obtained all the necessary legal approvals to sell retail electricity in Michigan. The Alternative Electric Supplier buys products and services needed to provide power to Customers, combines these products and services in different marketing packages, and sells the packages to Customers. Alternative Electric Suppliers must meet all applicable statutory and regulatory requirements of Michigan and Federal law. An AES does not physically deliver electricity directly to retail Customers in the state.

The Marketer Role

The Marketer is an entity that acts as a wholesale supplier; takes title to power and has FERC authorization to market energy services. FERC authorization allows the Marketer to use transmission systems to move power from the generator(s) to the distribution system. The Marketer is either a FERC-authorized power Marketer or a utility. As defined by FERC, in the context detailed in the Retail Access Service Rider, the Marketer is responsible for all Transmission-related responsibilities related to serving the Electric Choice customers served by its supply. These include: scheduling energy, obtaining ancillary services, and paying energy imbalance charges. The Alternative Electric Supplier and Marketer functions may be handled by one entity or may be performed by different parties. Either way, both the Alternative Electric Supplier role and the Marketer role must be performed to complete delivery to a Customer.

Who Can Register with DTE Electric to Participate in DTE Electric Choice Program?

Only Alternative Electric Suppliers and Marketers who have obtained all the necessary legal approvals to sell retail electricity and act as a wholesale supplier in Michigan are allowed to participate in the DTE Electric Choice Program. The Supplier Handbook provides entities with the pertinent information regarding how to qualify and how to participate in the DTE Electric Choice Program as an AES and/or Marketer. Please refer to the Supplier Handbook to review the rules and regulations governing the role you plan to utilize to participate in the Electric Choice program before beginning the qualification process.

The DTE Electric Supplier Support Center is available from 9:00 am to 5:00 pm EST at 888.830.2170 to answer any preliminary questions you may have regarding the qualification process or the Electric Choice program.

All entities that elect to participate in the DTE Electric Choice Program as an AES must submit the following documents to begin the AES Qualification Process:

  1. Submit an online Supplier Registration form by clicking on: Supplier Registration
  2. Complete and return the Alternative Electric Supplier (AES) Agreement to DTE Electric following the instructions specified in the AES Agreement
  3. The entity you selected as your company’s Marketer must register for the Marketer participant role. Please direct your Marketer to complete the steps in How to Qualify as a Marketer section of this website.
  4. An AES must demonstrate the capability to conduct Electronic Business Transactions (EBT) with DTE Electric via Extensible Markup Language (XML Schemas) for all Electric Choice enrollment, disenrollment, customer usage, and billing activities. The following XML Schemas data layouts represent the formatting required for sending and receiving EBT transactions to and from DTE Electric:

DTE Electric will assign a liaison, Supplier Account Manager, to all entities that elect to participate in the DTE Electric Choice Program as an AES. The Supplier Account Manager is the daily DTE Electric contact that will assist you with all Electric Choice qualification, enrollment, disenrollment, customer usage, and billing activities. The Supplier Account Manager assigned to your company will contact the representative you stipulated in your registration documents to assist your company with the AES Qualification Process.

All entities that elect to participate in the DTE Electric Choice Program as an AES and a Marketer must submit the following documents to begin the AES/Marketer Qualification Process:

  1. Submit an online Supplier Registration form by clicking on: Supplier Registration
  2. Complete and return the Alternative Electric Supplier (AES) Agreement to DTE Electric following the instructions specified in the AES Agreement
  3. Complete and return the Marketer Agreement to DTE Electric following the instructions specified in the Marketer Agreement
  4.   4. Marketers must demonstrate the capability to conduct Electronic Business Transactions with DTE Electric via Extensible Markup Language (XML Schemas) for all Electric Choice enrollment, disenrollment, customer usage, and billing activities.
