Low-Income Self-Sufficiency Plan

Our Low-Income Self-Sufficiency Plan is a payment plan for vulnerable families to make affordable monthly payments based on income.

How It Works

  • Based on your income and energy usage, we will determine your monthly bill payment. 
  • The past-due balance that you had upon enrollment, up to $3,000, will be gradually forgiven. Up to $600 will be forgiven when you are enrolled in the program. After you complete one year of the program, we will forgive up to an additional $600. Up to $1,800 of your remaining arrears will be forgiven when you successfully complete the program.  
  • Every six months, we review your energy usage to make sure your monthly payment is still accurate, which may cause your monthly payment to fluctuate. This helps us to ensure that you’re paying down your account balance appropriately and makes your end of year settlement as low as possible. 
  • During your 12-month review, if you used less energy than we estimated, you will receive a credit on your next bill. If you used more energy than we estimated, you will be encouraged to reduce your energy usage. We will cover the extra energy you used during the first 12 months.
  • During your 24-month review, at the end of the program, if you used less energy than we estimated, you will receive a credit on your next bill. If you used more energy than we estimated in the final 12 months of the program, you will be required to pay for that energy to successfully complete the program.

Federal & State Eligibility Criteria

The eligibility requirements are defined according to federal and state energy assistance criteria.

  • Income is equal to or less than 150% of the Federal Poverty Level Guidelines
  • Must have an approved SER or SER with a copay before applying for LSP with an agency

Application & Enrollment Process

This 24-month plan requires household income verification and energy usage validation every year for all participating customers.
